Your water and sewer bill changes Oct 1, and the city is covering part of the hit. Here's exactly what's changing and what the city is doing about it. The city released the official budget numbers this week, and Oct 1 is 12 days away. Here's exactly what changes on your bill and what doesn't.

What stays the same: Your property tax rate. It's .425517 per $100 valuation for the third year in a row. The average Frisco home is now valued at $608,520, which puts your annual city tax bill at $2,589.36 - about $8 more per month than last year, but that's from rising home values, not the rate. The 20% homestead exemption stays, and there's still an additional $80,000 exemption for homeowners 65 and older or disabled.

What changes Oct 1: Water rates go up 9%, sewer rates go up 5% (together about $9.99/month more), and stormwater goes up 10% ($0.73/month). But here's the part that got less attention: the city is providing a subsidy to help offset the sewer rate increase. The sewer hike comes from the upstream provider, not Frisco, and Mayor Hill specifically called out the subsidy as one of three budget priorities.

The $319.1 million General Fund budget also funds 31 new positions, with about 70% of new spending going toward reinvestment in facilities, parks, roads, and technology.
